NADRA Introduces New Option for Citizens Without Birth Certificates to Get CNICs


ISLAMABAD: The National Database and Registration Authority (NADRA) has announced a special facility aimed at helping citizens who have been unable to obtain a Computerised National Identity Card (CNIC) due to the absence of a birth certificate.


The initiative is designed to assist eligible individuals, particularly adult women, by allowing them to apply for a CNIC through alternative documentation and family record verification. According to NADRA, this special arrangement will remain in effect until December 31, 2026.

CNIC Facility for Married Women


Under the new facility, married women aged 18 and above who do not possess a birth certificate can apply for a CNIC by submitting a computerized Nikah Nama issued by the relevant Union Council.

Applicants must also have either their father or mother, along with their husband, registered with NADRA and holding a valid CNIC or National Identity Card for Overseas Pakistanis (NICOP).

For verification purposes, the applicant will be required to visit a NADRA registration centre accompanied by the relevant parent and her husband so biometric verification can be completed.

If the applicant’s parent or husband has passed away but their information is already available in NADRA’s records, the application may still be processed subject to verification requirements.

NADRA officials may ask additional questions during the registration process. Applications will move forward if the provided information is verified and found satisfactory.

Opportunity for Unmarried Women


The facility is not limited to married women. Unmarried women aged 18 years or older can also apply for a CNIC without a birth certificate.

While they are not required to provide a husband’s details, they must meet the remaining documentation and identity verification requirements set by NADRA.

Special Provision for Men


NADRA has also extended the facility to men aged 24 and above who have never been issued a CNIC.

To qualify, the applicant must have at least one sibling and either a father or mother who already possesses a CNIC or NICOP.

Such individuals must visit a NADRA registration centre with a parent carrying a valid CNIC. If both parents are deceased, the applicant may complete the process with a brother or sister who holds a CNIC and can assist with identity verification.

Important Information Requirement


NADRA has advised applicants to provide their personal details carefully during the registration process.

Information related to parents, date of birth, and place of birth will be recorded based on the details submitted at the time of application. According to the authority, these entries will be considered permanent and may not be changed later.

For this reason, applicants are encouraged to ensure that all information provided is accurate before completing the registration process.

Facility Available Until End of 2026


The special relaxation for citizens without birth certificates will remain available until December 31, 2026.

Individuals who have been unable to obtain a CNIC because they lack a birth certificate can visit their nearest NADRA registration centre and apply under the conditions outlined by the authority.
